Unlike the other rail standards, 00124 explicitly states that the risk threshold is the same as Group 2 drivers (HGV & PCV) in the DVLA guidance. This is a 2% annual risk of incapacitation. My understanding is that this applies for Level 1 and 3 and any restrictions/adjustments means the Level would have to be 2 or 4.
